Haiti - Politic : Confusion around the publication of the constitutional amendment

Everyone would like to know when, the authentic text of the amendment of the Constitution of 1987, voted may 9 by Parliament will be published... On this subject, the informations are contradictory and maintains the confusion...

Thus, Sorel Jacinthe, the President of the Chamber of Deputies has indicated that the President Joseph Michel Martelly has already authorized the national Press to publish the corrected version of the amended constitution...

For his part, Me Gervais Charles, has wanted to reassure the parliamentarians on the commitments of the President to publish the authentic text as promised. He announced, last Saturday that a Presidential order of enforcement of the constitutional amendment is imminent... Regarding the reproach made by members of Parliament to the Head of State, to not have in his first order, published the amendment "authentic" of 9 May and at the same time cancel the erroneous text, published May 13, Me Charles has clarified "There is no problem that the two decisions are taken one after another..." stressing that, pending the new publication, it is the Constitution of 1987 in its original version that applies.

However, another person close to President Martelly, under cover of anonymity, said it was surprised by the statements of Me Charles. According to this source, the text to publish, submitted to the Head of State, does not correspond completely [according to experts of the Presidency] to the videotape of the debate and vote of May 9. This source specifies that some legal issues remain to be clarified, before to take a decision on the date of publication...
