Haiti - Insecurity : Corruption and impunity, the State is on a dangerous slope

Haiti has become notorious because of acts of insecurity, of corruption and impunity who, every day more, are at the headlines of newspapers of the country as those from abroad.

The list is long, on it has just be added the assassination of President of the Board of the National Bank Credit (BNC), the economist Guiteau Toussaint. The assassination plunged the country into a great consternation, because the Haitian government has lost one of its jewels in the banking sector. In addition, at least five kidnapping are recorded each month, not including the cases where the victims do not want to complain, according to an official of the Central Directorate Judicial Police.

The issue of insecurity is closely linked to the phenomena of corruption and impunity, often resulting in human rights violations in the country. Because the right to life is guaranteed by the 1987 constitution in Article 19 and by the Universal Declaration of Human Rights, article 3. Faced with this worrying situation, the Platform of Haitian Human Rights Organizations (POHDH) reminds to the authorities of the country that :

  • The state, through the police force, has the absolute obligation to ensure public order and the protection of lives and goods of the citizens in accordance with the prescription of the law mother in Article 269-1;

  • It is the responsibility of the relevant authorities to combat impunity and to establish a set of processes to deter these acts of violence;

  • It is the responsibility of the police and judicial authorities to investigate, try and convict the intellectual and material authors of these criminal actions;

Insecurity, corruption and impunity do not agree with the respect of Human Rights. Thus, the POHDH condemns these vicious acts committed on citizens peaceful and useful to the country and launch a solemn appeal to the Haitian government, asking it to take all necessary measures to ensure the safety of citizens in the country.
