Haiti - Security : Towards the identification of former customers of a SIM card

During a joint press conference at the Montana hotel on November 12, the CEOs of DIGICEL, Maarten Boute and of the NATCOM, Le Van Pai, confirmed their desire to respect the decision of the National Council of Telecommunications (CONATEL) concerning the process of identifying all buyers of SIM cards.

Remember that According to the regulatory decision adopted by CONATEL, all holders of activated SIM cards must be clearly identified since November 3. Now throughout the country, all SIM card buyers must have an identity document so that their phone number can be activated and benefit from the services offered by the Operator.

To implement this decision, the two telephone companies have created two applications that can be used on smartphones called DICUREG for DIGICEL and MBCCS for NATCOM. These two applications will be used to identify all buyers of SIM cards by taking the photo of the buyer's ID. The identity document information is sent to the database of the operator concerned who will verify the information before activating the new SIM card.

Jean Guillaume, the Director General of CONATEL, specified that initially this identification process only concerned new applicants for SIM cards since November 3, however, he underlines "there will be a second phase which envisages to regularize all former clients."

In order to ensure the full success of this identification project, the two telephone operators have undertaken to respect the deadline of January 3, 2021 granted by CONATEL for the identification of all SIM cards in circulation on the national territory.
