Haiti - Reconstruction : Only 37.8% disbursement rate, for the pledges (2010-2011)

The United Nations Office of the Special Envoy for Haiti, has conducted a new analysis of pledges made for post-earthquake recovery activities, revealing a disbursement rate for the 2010-2011 period among public sector donors of 37.8 percent.

The analysis is based upon updates from 55 public sector pledge-makers at the 31 March 2010 international donors conference. These donors pledged approximately $4.58 billion for recovery activities in 2010 and 2011. (This number does not include debt relief pledges totaling $1 billion).

Of the $4.58 billion pledged, $1.74 billion (37.8 percent) has been disbursed. An additional $1.61 billion has been committed.

This $1.74 billion was disbursed through four channels:

  • $258 million in budget support to the Government of Haiti;

  • $280.9 million in pooled grant funding to the United Nations, Inter-American Development Bank and the World Bank through the Haiti Reconstruction Fund;

  • $1.04 billion in grants to the Government of Haiti, multilateral agencies, NGOs and private contractors; and

  • $153 million in loans and other funding to the Government of Haiti

These donors have disbursed an additional $289.3 million for general development in Haiti, outside of the New York conference recovery pledges. This analysis does not include funds pledged for humanitarian relief activities. It is also exclusive of pledges made by privately funded organizations at the New York donors conference.
