Following the request made in November 2020 by the Haitian Government to the United Nations to support the 2021 electoral process, the United Nations carried out a situation and needs assessment to define the nature and modality of their support.

A document of the project to support the electoral process, prepared for this purpose, was signed on January 25, 2021 https://www.haitilibre.com/en/news-32870-haiti-elections-first-contribution-of-$20mm-for-the-referendum-and-the-elections.html by the Government, the United Nations Integrated Office in Haiti (BINUH) and the four United Nations agencies : the United Nations Development Program (UNDP), the United Nations Office for Project Services (UNOPS), UN Women and UNESCO, which will provide technical, operational and logistical support to the process, under the leadership of the Provisional Electoral Council (CEP) and the authorities Haitian.

As with previous election cycles, the document provides for the establishment of a "basket fund" through which contributions from both the Haitian government and international partners will be managed by the UNDP.

The Haitian Government has already announced that it will contribute to this fund https://www.haitilibre.com/en/news-32870-haiti-elections-first-contribution-of-$20mm-for-the-referendum-and-the-elections.html to allow the start of preparatory activities for the constitutional referendum, as well as for the presidential, legislative, municipal and local elections, according to the calendar published by the Provisional Electoral Council pending the financial contribution of the partners.
