Haiti - Insecurity : Haiti is the country with the highest rate of kidnappings per capita

According to the 2021 report "Gang hegemony and increase in crime" prepared by the Center for Analysis and Research in Human Rights (CARDH) a Haitian civil society organization with consultative status with the UN, Haiti, with its 11.4 million inhabitants (2020 estimate, UN), in 2021 became the country with the highest kidnapping rate per capita, with 949 kidnappings recorded until December 15, 2021 up 18% compared to 2020 (796 kidnappings).

Indiscriminate (non-targeted) kidnappings have become common practice in Haiti and have exploded in recent months, especially after the assassination of President Jovenel Moïse, which took place on July 7, 2021 https://www.haitilibre.com/en/news-34162-haiti-flash-president-jovenel-moise-assassinated-by-mercenaries-official-updated-7am-+-video.html which caused great instability in the country.

The report stresses that these figures "are not exhaustive" in part because the families of the victims do not always report the kidnapping to the authorities. "The bandits warn the victims and their families of the consequences of any public or police complaint and raise fears of reprisals and even social stigmatization in cases where abducted women have suffered gang rape during their captivity."

Among those kidnapped in 2021 are 55 foreigners from 5 countries, including the kidnapping by members of the "400 Mawozo" gang of a group of 17 American missionaries and their families, including 5 children, on October 16, 2021 https://www.haitilibre.com/en/news-35012-haiti-flash-at-least-fifteen-american-missionaries-kidnapped-in-port-au-prince.html
