Haiti - Security : Graduation of 631 police officers including 21% of women

Friday, December 17, in the presence of several personalities, authorities and members of the Government, the Director General of the National Police of Haiti (PNH) Frantz Elbé, the former Minister of Justice Litz Quitel and the new Minister in office Me Bertho Dorcé, the former DG of the PNH Mario Andrésol, members of the diplomatic corps, representatives of the United Nations Integrated Office in Haiti (BINUH) and representatives of human rights organizations, among others, Prime Minister Ariel Henry, took part in the graduation ceremony of the 31st Promotion "Phœnix " (Phoenix) made up of 631 police candidates, including 132 women.

Frantz Elbé encouraged the new police officers to "cultivate good practices while showing respect for the institutional hierarchy" and called on them to be vigilant and "not to give in to negligent attitudes and resist the easy money..."

Note that aspiring police officers, during their 24 months probation, will be accompanied and supervised in the field and will still be subject to checks in order to continue the purification process within the police institution."

Prime Minister a.i. in his speech said "We believe that this PNH that you are joining today is capable of fulfilling its mission, if it is given the appropriate means. This is the message we send to all of our friends. Armed bandits, terrorists, challenge state authority, block the free movement of people and goods. It is a situation that cannot last and that we must fight against. This is what you are called to do. You will not benefit from any grace period [...]

I would like here to thank the friendly countries of Haiti who have, for several years, given clear support to our police. We still need their support for the acquisition of materials and equipment, but also for specialized training in the fight against terrorism and armed gangs […] We are not asking for the sending of foreign troops to come and do work for us. The formula has been tried in recent years and once these troops left, the situation deteriorated and worsened [...]"
