Haiti - Politic : China forces the postponement of the vote on the extension of the mandate of BINUH in Haiti

On Wednesday July 13, 2022 the UN Security Council postponed the vote on extending the mandate of the United Nations Integrated Office in Haiti (BINUH) in Haiti after China called for consultations behind closed doors on the draft resolution.

The United States is for the renewal of this mandate while China, which has no diplomatic relations with Haiti, is reluctant, believing that so far BINUH has not given the expected results in Haiti.

But this reluctance of China is also fueled by the animosity it has towards Haiti, one of the 13 countries that maintain diplomatic relations with Taiwan and recognize its autonomy...

For his part, Dmitry Polyansky, Russia's Deputy Ambassador to the UN, said after the meeting that "everyone is very concerned and we think we need to do more [...] The question is what to do concretely ?"

The United States and Mexico, which are responsible for drafting the resolution, will make some changes to the text hoping for a positive vote, BINUH's mandate ends on Friday, July 15, 2022

Let's recall that in 2021, a last-minute compromise was reached with China, which only wanted a 6-month extension of the UN mission and many other members of the Council who wanted a one-year term.

Shortly before Wednesday's meeting, the Mexican Ambassador to the UN, Juan Ramon De La Fuente Ramirez, told the media that he was very concerned about the situation in Haiti "It is time to act intelligently and effectively" calling for an urgent inter-Haitian dialogue, including with the gangs [...]" believing "[...] this is the only way for Haitians to be able to assume more responsibilities."
