Haiti - Security : The President Martelly talks about the Defence Force of Haiti

Friday, the President Martelly announced that he presented to the various embassies and international donors, the doctrine of the new defense force of Haiti, which will gradually replace the peacekeepers of the UN Mission for Stabilization in Haiti (Minsutah).

"...If the Minustah leaving tomorrow morning, I think there will be a problem in the country [...] everyone can think as he wants, the President of the Republic sees the thing in a different way. The President sees that the Minustah should leave, but it is necessary to prepare the country at the departure of the Minustah, so it will be a gradual withdrawal based on our program of development of our own defense force.

Already today, for your information, we made the presentation to the various embassies and international donors, of our doctrine on our new defense force, [...] this means that we have our plan and our ideas and that we are moving [...] the force that we will create must have a doctrine, which will manage it, dictate it how it will work and we are working to identify which model of support and of who, the support will come, so that we can move forward [...] so that in a not too distant future, the Minsutah can begin to leave the country [...] the Minustah also wants to leave the country [...] but the Minustah but can not leave as long as myself, I have not given permission to leave, and I can not give them the permission, as long as I'm not sure that the Haitians who are in the country, have the full security.

Meanwhile, we work to strengthen the police who need support and logistics. We work with the Chief of Police to see when we're done with the prisons which are in under construction, not to be obliged to keep 150 prisoners in a small room, but we must understand that things take time..."
