Haiti - Security : Withdrawal of the Minustah - Senate Resolution

The Senate of the Republic adopted earlier this week a resolution asking the withdrawal of the UN Mission for Stabilization in Haiti (Minustah) from 2012, and over a period of 3 years. By this resolution the Senate admits to renew for another year the mandate of the Minustah, which ends in October.

In this text the Senate calls on the government to seek of the United Nations Security Council the implementation in conjunction with the Haitian authorities of the conditions for a gradual and orderly withdrawal of the UN mission, within a period not exceeding three years.

It is also requested, that a formal request of reorientation of the Minustah towards a greater contribution to development, be made by the authorities. As well as the implementation of measures for the restructuring of a national army and the establishment of a timetable for the withdrawal of UN force.

The parliamentarians urge the Haitian government to immediately undertake consultations on the creation of new national army and to establish in early 2012 General Staff to prepare its implementation.

September 19, 2011, the Secretary-General Ban Ki-moon, has confirmed to the President Martelly, his intention of reducing Minustah's military component to pre-earthquake levels over the coming year. Recall that the Minustah forces had increased from 9.000 before January, 12 to 12,500 today. Secretary-General Ban Ki-moon had also informed the President that the project of gradual withdrawal of Minustah, should be implemented in close collaboration with the Haitian government.

September 14, during a meeting between the resident Michel Martelly, Prime Minister-designate, Dr. Garry Conille and the number 2 of the Minustah, Nigel Fisher, the President of the Republic has declared about the withdrawal of the Minustah "We can not do it anyhow, that's why there are meetings that are made, this departure is possible, from the moment we have our own force, which is able to play the role that the Minustah is playing today..."
