The General Directorate of the National Education Fund informs that the salary arrears of teachers whose names appear in the "Special Free Education Program" (PROSGATE) have been completely paid.

Indeed, this program is one of the major areas of intervention of the FNE. It covers tuition costs and the payment of contractual teaching staff throughout the territory. It absorbs 30% of the FNE's annual budget, or more than 700 million gourdes each year.

More than three billion Gourdes have been paid to teachers in the ten departments of the country, as part of the PROSGATE Program, over the past four years (2019 to 2022).

The FNE recalls that the process of paying teachers under the Special Free Education Program (PROSGATE) involves various actors and includes several stages:

• Signature of contract between the Ministry of Education and Vocational Training (MENFP) and the members of the teaching staff;

• Opinion of the Superior Court of Accounts and Administrative Disputes (CSC/CA) on contracts;

• Transmission of the list of contract workers to the FNE by the MENFP;

• Transfer of funds by the FNE, from the list and the amount entered on it, to the departmental directorates of Education, responsible for paying the teaching staff, i.e. the directors, teachers, support staff, etc. ;

• Transmission of payment reports by the departmental directorates of Education to the MENFP and the FNE;

• Verification of data entered in the report before making other payments.

The efforts that have been made so far by the FNE testify to the Government's desire to resolve the various problems that continue to hinder the proper functioning of the education sector and to dispel the many misunderstandings and misinterpretations in all directions.
