In a technical workshop, the Office of the Director General of the National Old Age Insurance Office (ONA) carefully studied the Actuarial and Statistics Department (DAS) in order to identify problems and develop an action plan.

Three members of Madame Marescot's Cabinet, Me Wilfrid Jean Baptiste, Maxon Julien and Rodrigue Polyte, spoke with DAS officials to take stock of the situation,

He drew the attention of the Cabinet to the difficulty of the DAS in having the Terms of Reference of its action plan validated. He placed particular emphasis on the unsuitability of the current structure of his Directorate, the absence of a reference framework at the DAS, the absence of partnership with institutions such as the Haitian Institute of Statistics and Informatics (IHSI), the general direction. Taxes (DGI) and the National Identification Office (ONI) which have important data for its management, the absence of a monitoring officer, the absence of a monitoring structure for studies and the bulletin actuarial and statistical, the absence of a plan validation process.

According to Célestin, the DAS is faced with a problem of lack of Human Resources, lack of logistical means, absence of a specialized platform, absence of an up-to-date database, absence of a cooperation mechanism with other Departments, lack of a training plan for its staff and lack of subscription to a specialized magazine. The Director of the DAS testified to the difficulty of his Directorate in producing the current reports requested and to respecting schedules, and the difficulty in implementing the plans submitted.

In response, the firm first invited DAS managers to finalize the Terms of Reference before submitting them to General Management for validation. He then asks them to propose a new structure taking into account budgetary constraints and an implementation plan.

The firm plans to develop an operations manual in conjunction with the DAS. He is thinking of assessing the logistical needs to be submitted to the Administrative Directorate, of recovering the space at Delmas 31 in which the Actuarial and Statistics Directorate was housed, or of finding another one elsewhere. The General Directorate opts for the evaluation of the Human Resources needs of the DAS, taking into account space and budgetary constraints.
