Haiti - FLASH : The PNH in an alarming situation

According to the latest report from January 2014 from the United Nations Integrated Office in Haiti (BINUH), police numbers continued to decline at an alarming rate.

In 2023, 1,663 police officers, including 152 women, left the institution. During the same period, 48 officers were killed and 75 injured. As of December 31, the national police had 13,196 agents, including 1,588 women. A four-month accelerated basic training program for the 33rd promotion was launched on November 5, 2023, for 796 cadets, including 116 women

The strategy and tactics of armed gangs have further evolved. The gangs of Village-de-Dieu (West Department) use Molotov cocktails, set sophisticated traps and build concrete pillboxes in their territories in order to repel police operations. A similar modus operandi was observed in the Mariani region. The successive attacks on police stations, many of which have been disabled and set on fire, aim to eliminate the police presence in these areas.

In addition, the PNH's capacity to launch anti-gang operations remains limited. Indeed, only 21 of the 47 PNH armored vehicles were operational as of November 15, 2023.

19 armored vehicles have been seriously damaged during anti-gang operations or have broken down and require major repairs.

7 other armored vehicles are not repairable.
