Haiti - Security : 2023 report, summary in figures from the PNH

A summary report of the actions of the Haitian National Police (PNH) in 2023 reveals that during the numerous operations carried out as part of the fight against gangs, 268 bandits were fatally injured. 421 weapons including assault rifles and several thousand rounds of ammunition were seized, among other things…

During 2003, the PNH made 10,386 arrests, 654 of which were members of armed gangs.

Furthermore, the PNH released 147 hostages.

The operations carried out by PNH units prevented the establishment of gangs in certain areas, but also made it possible to consolidate other areas such as : Belvil, Vivy Mitchel, Bellevue, Les Collines, Meyotte, Diègue, Péguy-Ville among others.

In addition, the PNH regained control of several areas which were under the control of armed gangs including among others: Laboule 12/Thomassin, Saint-Louis du Nord, Saut-D'eau, Monchil (South-East), Métivier, Gros-Jean, Fort-Jacques, Verrettes, Désarmes.

However, despite its efforts the PNH was not able to prevent entire parts of certain departments such as Artibonite and the West from being in the hands of armed bands.

In terms of improving police conditions, the risk premium for agents of specialized units increased from 7,500 gourdes to 30,000 gourdes. For police officers from the Intervention Brigade, this bonus increased from 5,000 to 20,000 gourdes. For police officers on secondment, this bonus increased from 5,000 to 10,000 gourdes.

Concerning the staffing situation, the report reveals that 3,286 police officers (over 2 years) left the institution (2022 and 2023) of which 2,948 were dismissed for "abandonment" of post.
