Tuesday April 30, 2024 at the Villa d’accueil, Edgard Leblanc, was designated and not elected as planned, by a majority group of four members of the Presidential Transitional Council (CPT) resulting from: Collective of political parties of January 30, 2023 (Edgard Leblanc Fils), of the Democratic Resistance/Engaged for Development platform (RED/EDE - Smith Augustin) and the Historical Compromise political grouping, of the Agreement of December 21, 2022 (Louis Gérald Gilles) and the "Pitit Desalin" political party (Emmanuel Vertilaire) to be President of the CPT.

In his intervention, Edgard Leblanc expressed the Council's commitment to getting to work quickly in order to address the various problems facing the population. He recalled that his role consists of coordinating the Council which, in collegiality, exercises the responsibilities of the Presidency. While recognizing the validity of the impatience shown by the population with regard to the urgent actions to be undertaken with a view to improving their living conditions, he took the opportunity to renew the Council's determination to work to ensure that an elected President is installed at the National Palace on February 7, 2026.



If the nomination of Edgard Leblanc by this majority group does not achieve consensus, this choice is still accepted by the 7 members. However, the designation by this same Group, in the same spirit, to designate Fritz Bélizaire as Prime Minister, is contested by the 3 other members of the CPT who affirm that this designation violates article 6 of the Agreement of April 3rd, 2024 on the choice of the Prime Minister of the transition.

Article 6 : The Prime Minister is appointed by the Presidential Transitional Council in consultation with the signatories of this Agrement and other political structures and the Society Civilians interested in joining the said Agreement on the basis of a list of one (1) name submitted by each of the sectors, not exceeding a total of 15 applications, in accordance with the mechanism and criteria established in the document on "Organization and Operation of the Presidential Council of the Transition' being an integral part of the Agreement.
