Haiti - Justice : More discipline for better functioning of the judicial system

Patrick Pelissier, the Minister of Justice and Public Security, is taking concrete measures to ensure the proper functioning of the Haitian judicial system and demands an effective and diligent presence of judicial personnel in the courts of first instance throughout the country.

In a circular addressed to the Government Commissioners of the 18 jurisdictions near the Courts of First Instance, Minister Pelissier orders them to order substitutes, clerks, prosecution clerks and court bailiffs to strictly respect the working hours established by the Public Administration.

This provision aims to strengthen the regularity of judicial services and guarantee better access to justice for citizens.

In order to ensure rigorous monitoring of this measure, the presence of staff must be recorded in a time book, which will serve as an evaluation tool to measure their performance and guide administrative decisions concerning them.

In addition, an attendance report must be sent to the Ministry at the same time as the monthly report on the activities of the public prosecutors' offices.

The Minister reaffirms his determination to strengthen discipline and efficiency within the judicial system for a more accessible, equitable and functional justice system serving the population.
