Haiti - Rep. Dom. : 26 Haitian gangs declared terrorist organizations (list)

On Tuesday, March 4th, 2025, the Dominican Government made public the names of 26 gangs in Haiti, which it declared "terrorist organizations" through Decree 104-25, signed by President Luis Abinader. This measure is a response to the crisis that Haiti is going through, a situation that, according to the Government, "is dangerously tending to worsen."

The Government ordered the activation of the National Anti-Terrorism Council and the National Anti-Terrorism Directorate, to comply with the powers assigned in the law. "It is necessary to activate and strengthen the security mechanisms of the Republic, as provided for in the laws on the matter," reads one of the preambles of the decree.

It should be recalled that on February 27, 2025, in his speech, the Head of State warned that any member of one of these gangs who attempted to enter Dominican territory would be prosecuted, arrested and tried under the country’s anti-terrorism laws. "Our security forces are warned to act with all severity in these cases," Abinader said on February 27. "There will be no tolerance or consideration for those who threaten the security and peace of the Dominican people.”
