Haiti - Security : Creation of the Cap-Haitien Municipal Security Council

The Communications Office of the City of Cap-Haïtien informs that a municipal decree dated April 8, 2025, was issued by the Municipal Commission, officially creating the Municipal Security Council of the City of Cap-Haïtien (CSMCap).

The objective of this new Council is to strengthen coordination between local authorities, law enforcement, community representatives, and civil society, with a view to ensuring better management of public security throughout the municipal territory.

Excerpts from the Decree :

"[...]

After deliberation by the Municipal Commission, the following is hereby decreed:

Article 1 : Creation of the Security Council.

The Security Council of the City of Cap-Haitien is hereby established.

Article 2 : Composition of the Council

The Council is composed of representatives of the following institutions :

• The Mayor of the City of Cap-Haïtien, President of the Council;

• The Government Commissioner, member or his or her substitute in case of absence;

• The Deputy Delegate of the District, member;

• Two representatives of the Justice of the Peace of the municipality (Northern section and South section).

• The Commissioner of the National Police of Cap-Haïtien, member;

• One representative of the private business sector;

• One representative of civil society;

• Three members of CASEC (Bande du Nord, Haut du Cap, and Petite-Anse).

Article 3 :

Depending on needs, other individuals may be added to the Council, including :

• An employee of the Town Hall Security Service;

• A representative of the fire department;

• A representative of Civil Protection;

• Qualified security personnel (experts, academics, etc...).

• The Departmental Delegate;

• The Northern Departmental Director of the National Police;

• The Northern Departmental Director of Defense;

• The Representative of the Protected Areas Security Brigade (BSAP).

Article 4 : Missions of the Council

• The CSMCap's fundamental mission is to ensure the maintenance of public security throughout the municipal territory, in constant coordination with national and local law enforcement;

• Define, in consultation with the police authorities, the directions and priorities of the municipal security policy, taking into account local specificities;

• The CSMCap is authorized to establish specialized units adapted to the specific security needs of the municipality, through the recruitment and training of municipal officers specifically assigned to these units;

• Promote consultation and coordination between security stakeholders, including the National Police, municipal authorities, emergency services, and the public;

• Duly authorized municipal security officers may be equipped with handguns and crew-served weapons, in strict compliance with legal provisions;

• Evaluate security actions and propose adjustments if necessary;

• The CSMCap develops and maintains operational relationships with all security stakeholders operating within the municipality's jurisdiction;

• The CSMCap monitors and certifies the registration of private security companies operating in the municipality, while verifying their compliance with applicable standards;

• The CSMCap provides its municipal security officers with all the professional equipment and materials required to effectively carry out their duties;

• The CSMCap establishes a structure dedicated to the collection, analysis, and use of strategic information for the prevention and fight against insecurity;

• Inform the population about security issues and the actions carried out by the Council.

Article 5 : Proportional Use of Force. Municipal officials are authorized to use force within the scope of their duties, according to the principle of proportionality and in compliance with applicable laws.

Article 6 : The CSMCap establishes a structure dedicated to the collection, analysis, and use of strategic information for the prevention and fight against insecurity.
