Haiti - FLASH : DHS revokes Biden stay Program and work authorizations

On June 12, 2025, the Department of Homeland Security (DHS) announced that it had begun notifying beneficiaries of the Humanitarian Parole Conditional Stay Program, better known as the "Biden Program", by email that their temporary legal status in the United States and work permits were being revoked, effective immediately, and that they must leave the country.

Since October 2022, 531,680 individuals from Cuba (110,240), Haiti (211,040), Nicaragua (93,070), and Venezuela (117,330) have been authorized to enter the United States under the program created by the Biden administration. These individuals arrived with financial guarantors and were granted two-year U.S. residence and work permits.

It should be noted that the Supreme Court did not provide reasons for its decision, only suspending the lower court's decision, which temporarily blocked the Trump administration pending a decision by an appeals court on the merits of the case. Although the Supreme Court's decision is not final, it means that migrant protections will not be in place throughout the case, which will now be referred to the First U.S. Circuit Court of Appeals in Boston. Therefore, the Trump administration can continue its immigration policy, even as the litigation continues before the lower courts on the merits.
