Haiti - Politic : Statements of Garry Conille in Warsaw

The Prime Minister, Dr. Garry Conille and participated in the European Development Days (EDD) on December 15-16 in Warsaw, Poland, wished that "the donors do not spare their efforts to transfer their responsibilities of management of aid, to the authorities, in particular to the public sector institutions and specific indicators of the success of these transfers are developed for this purpose" adding "...It appears to us timely and crucial, to maintain the momentum of the changes already began towards a real refoundation of the country, to propose a qualitative shift, of how foreign aid is provided. Of course this authority reaffirmed, can not be satisfied with statement of intent without means and of the repetition of abstract concepts. It must be translated into concrete and sustained action and accompanied by appropriate skills to set themselves up as true leadership, so that a true partnership between government and donors can take place.

Aid to Haiti tripled between 2009 and 2010. The assistance of bilateral and multilateral donors remain a source much more important than the internal revenue of the Haitian government, approximately 130% in 2009 and by the earthquake, this percentage is estimated at about 400% after 2010.

About 99% of emergency aid post-quake has been disbursed towards non-state humanitarian agencies including NGOs and private contractors. 57% of the reconstruction aid has been channeled directly to non-state actors while only 12% was channeled directly to the government using national systems..."
