Haiti - Education : Presentation of High School and DDE Management Manuals

This week in Pétion-ville, the Ministry of National Education and Vocational Training (MENFP) presented the manuals "Management and Ethical Rules of the Republic's High Schools" and "Management of Departmental Education Directorates (DDE)", two tools that are part of a dynamic of reform and continuous improvement of the education system in Haiti.

With particular regard to the high school system, it is proving to be an essential guide for principals and educational managers, teachers, and other stakeholders involved in the operation of these public secondary schools.

Reflecting on the need to rethink Haitian education in its entirety, Minister Antoine advocated for the elimination of what he calls the "old school" including the traditional method of high school administration, which is not producing the desired results.

"School must cease to be a place with a prison-like aspect and instead become a place of self-realization" According to the Minister, this Management Manual now constitutes a practical guide for all high school principals who, he maintained, must act as true managers of a school project. He asked the principals of the 307 high schools in the Republic to use this Manual as a reference document for more effective management of their schools.

Yves Roblin, Director General of the MENFP (National Ministry of Education, Planning and Development), indicated that the Ministry's decision to provide high schools and DDEs with Management Manuals is part of a new strategy that promotes their effectiveness and aligns with the Ten-Year Education and Training Plan (PDEF, 2020-2030).

Miguel Fleurijean, Director of Secondary Education, welcomed the implementation of the High School Management Manual, a fundamental instrument that, he said, supports the institutional strengthening of these public schools. However, from his perspective, the much-sought-after performance of the Haitian education system is also dependent on the qualifications of high school principals, who play a major role in the management and organization of public-sector schools.

"For the true transformation of Haitian schools, which we all desire, we also need new school principals imbued with a more thoughtful management style better suited to the challenges of school administration."

According to the Departmental Director of Education for the West, this new High School Management Manual provides public school principals with guidelines to follow and apply in their daily practices in order to effectively carry out their tasks and missions.

Other sessions dedicated to the presentation of the "Management Manual and Ethics Rules for High Schools of the Republic" and the "Management Manual for Departmental Education Directorates" will be organized before the start of the next school year in the other DDEs.
