Haiti - Politic : Importation of used motor vehicles : what will change ?

The Ministry of Trade and Industry (MCI) informs the public in general and vehicle importers in particular that the circular dated May 28, 2025 (MCI/JM/-BHN/0086/05/25) applies only to used (second-hand) motor vehicles.

This measure, taken as part of a Pre-Export Conformity Verification Program implemented by the Haitian Bureau of Standardization, in accordance with the provisions of the decree of March 11, 2020, relating to the safety of goods and services, fair economic transactions, and consumer protection, will come into effect on August 5, 2025. https://www.haitilibre.com/en/news-45188-haiti-news-zapping.html

As of this date, Haiti will impose mandatory technical inspections for imported used vehicles, particularly those from Japan, the United Kingdom, Singapore, the United Arab Emirates, the United States, and South Korea. This inspection will be carried out by EAA Company Limited, a company accredited by the Ministry for vehicle inspection, to issue Certificates of Technical and Environmental Conformity to vehicle importers covered by this circular.

This decision aims to combat the importation of "rolling trash cans" and to protect public health, safety, and the environment.

Customs clearance of these vehicles will be conditional upon presentation of a certificate of conformity issued by the exporting country. This provision is intended to protect health, public safety, and the environment. Penalties will be applied in the event of non-compliance.
