Haiti - Private Schools : Launch of the Distribution of Operating and Management Permits

On Friday, September 26, 2025, a few days before the start of the school year (October 1st), the Ministry of National Education launched the national distribution process for "Operating Permits" and "Management Permits" to school leaders. Fifty-two "Operating Permits" and 44 "Management Permits" were issued on Friday. More than 300 private schools in the West Departmental Education Directorate (DDEO) are affected, and distribution will continue this week. The process will also begin this week in the Northeast, Northwest, and South. The other Departmental Education Directorates will then follow suit.

Yves Roblin, the Director General of the Ministry, emphasized that "the granting of these permits precludes any attempt to cause harm to schools. On the contrary, this is an initiative aimed at bringing order to the education sector [...] Without good administration, we will not be able to achieve the effectiveness and efficiency of programs and projects developed in the form of major public policies."

Walex Pierre, Director of Support for Private Education and Partnership, welcomed the ceremony. "I hope that every school founder, every educational director who receives this permit will consider it not only as a mark of distinction, but also as a moral obligation to sustainably respect standards, improve learning conditions, and place students and the quality of education at the heart of their mission."

Etienne Louisseul France, Departmental Director of Education for the West, addressing the recipients of these permits, stated "[...] this is not a simple administrative document that you now hold in your hands. You are receiving a civic and moral responsibility. To ensure the quality of education, to protect children's rights, to respect established standards, and to work so that every student has the opportunity to succeed. I encourage you to see these permits as motivation to go further. May your schools become spaces of light in our communities, places where we teach not only how to read and write, but also how to live in community while respecting the rights of others and protecting public property, to love the country by working for its development, and to dream of a better future."
