Haiti - Storm Melissa : Situation Report #1, Partial Assessment

On Wednesday, October 22, 2025, at 8:00 p.m., the Civil Protection Department published Situation Report #1, covering the period from Tuesday, October 21, 2:00 p.m., to Wednesday, October 22, at 6:00 p.m. It includes the main information provided by the relevant departmental Civil Protection offices.

Partial Human Toll :

- A falling tree killed a 70-year-old man in the commune of Marigot, in the South-East department.

- In Artibonite, five people were injured in flooding.

Situation in the Departments :

Artibonite :

Heavy rains caused flooding in four communes, resulting in five injuries (two seriously) in Gonaïves, the loss of livestock, and flooding of farmland in Ennery. Landslides in Terre Neuve are making traffic difficult on the Maricolas-Dolan road.

Northwest :

Heavy rains have caused flooding in Port-de-Paix, Saint Louis du Nord, and Anse à Foleur. Several rivers are in flood, affecting many neighborhoods in Port-de-Paix. Damage remains to be assessed.

Northeast :

The weather is unstable.

List of flooded communes :

Artibonite : Gonaïves, Terre Neuve Grande Saline, and Desdunes

Northwest : Port-de-Paix, Saint Louis du Nord, and Anse à Foleur

River situation :

During the day of Wednesday, October 21, 2025, no department reported flooding on its rivers.

Haiti Forecast :

Heavy rains are expected starting tomorrow in the southern half of the country, with totals estimated between 150 and 200 mm, likely to cause flash flooding, flooding, and landslides, particularly in the Grand Sud and Ouest departments.

Gusty winds accompanied by dangerous swells are forecast for the southern coast, where waves could exceed 2 m in the coming hours.

Situation projections :

Tropical Storm Melissa poses increased risks to slumps and isolated communities in the Grand South and West departments due to flooding and landslides. Significant disruptions could affect major roads. The storm could cause damage to coastal communities and infrastructure due to swells and strong winds. This situation requires maximum vigilance and increased preparedness, including evacuation measures in the most exposed areas.

Services to the populations :

Management committees are continuing to prepare shelters, particularly in the Grande Anse department.

Recommendations :

The DGPC and its departmental branches recommend that the bodies and entities of the National Disaster Risk Management System (SNGRD) and their partners:

• Maintain surveillance of the phenomenon and keep the population informed.

• Continue and strengthen awareness-raising activities.

• Complete the preparation of temporary shelters: ensure that all designated buildings are inspected, cleaned, and ready to accommodate evacuated populations.

• Initiate preventive evacuations in isolated communities and the most threatened areas.

• Consider closing schools and canceling large gatherings to limit travel and reduce risks.
