Haiti - Economy : Towards a revision of the personal income tax

On January 20, 2026, Alfred Fils Metellus, the Minister of the Economy and Finance, accompanied by members of the Tax Policy Committee (CPF), met with economists and chartered accountants as part of the presentation of the work to revise the Personal Income Tax (IRPP) scale.

This meeting is part of the Ministry's desire to modernize the tax system and correct certain distortions observed in the current scale. The main objective was to collect technical and professional opinions in order to improve the tax calculation tool, while respecting fundamental principles.

Metellus emphasized the importance of boosting small and medium-sized enterprises (SMEs), considered a key driver of economic growth and job creation, emphasizing the need for a fiscal framework more favorable to their development. He reaffirmed his commitment to promoting an inclusive dialogue with economic players and professionals in the sector, from an effective and sustainable perspective.

Four axes guided the discussions: equity and contributory capacity, the effectiveness of the system and the incentive to formalize economic activities, the simplicity and visibility of the scale, as well as the overall coherence of the tax structure.

Andral Joseph, President of the CPF, presented the Tax Policy Committee, emphasizing the main projects in progress, in particular the revision of the General Tax Code, the reflections around a new scale, as well as future work, such as the modernization of the tax administration.

Through the presentation of the theoretical framework, the different scenarios and the results, provided by the directors and economists Romel Troissou and Carl-Edwice Estima, the participants were able to better understand the objectives pursued by the proposed scale, namely : restoring tax justice, protecting low incomes and preserving budgetary viability.

Representatives of the private business sector and economists, including Kesner Pharel and Duval Lucnaire, took part in the discussions and shared their assessments as well as recommendations on the proposed scale. These contributions aim to enrich the reflection with a view to establishing a fiscal system that is fairer, more transparent and better adapted to the economic realities of the country.
