Haiti - Security : Laurent Saint-Cyr and the PM reiterate the State’s support for the FAd’H

Monday January 26, 2026, Laurent Saint-Cyr, President pro tempore and Coordinator of the Transition Council (CPT), accompanied by Prime Minister Alix Didier Fils-Aimé and the Minister of Defense, Jean Michel Moïse, made an official visit today to the General Headquarters of the Armed Forces of Haiti (FAd'H).

Saint-Cyr and Fils-Aimé met Lieutenant-General Derby Guerrier, Commander-in-Chief of the Armed Forces of Haiti, his deputy, General Jean Jonas, as well as members of the High Command. This high-level meeting aimed to express the support of the highest state authorities for the FAd’H, engaged alongside the National Police in the fight against criminal groups.

Saint-Cyr praised the professionalism, discipline and sense of duty of the military, called upon to play a strategic role in stabilizing the country, protecting critical infrastructure and supporting state institutions. He reaffirmed the constant attachment of the Presidential Transitional Council and the Government to the modernization and professionalization of the Armed Forces of Haiti, with a view to building a professional, modern and fully operational military institution, recalling that there can be no national recovery without a strong, credible and respected military institution. He also insisted on the absolute neutrality of the FAd’H, an essential condition for the confidence of the Haitian people and the international credibility of the military institution.

Expressing his confidence in the professionalism and discipline of the High Command, Laurent Saint-Cyr reaffirmed the State's total support for the FAd'H in their national security mission. He encouraged their efforts towards the lasting restoration of security, an essential condition for the organization of credible elections and the improvement of the well-being of the Haitian people.

Prime Minister Fils-Aimé forcefully reaffirmed the Government's total commitment to modernizing the Haitian Armed Forces, improving their operational, logistical and human capacities, and giving them the necessary means to fully play their constitutional role alongside the Haitian National Police. This modernization aims to build a professional, modern and operational army, capable of responding effectively to contemporary security challenges.

The Head of Government stressed that the fight against insecurity is an absolute priority, inseparable from the objectives of national unity, lasting stability and collective security. He reiterated the Executive's desire to restore State authority throughout the territory, while respecting republican institutions and the rule of law.
