Haiti - Morne-Casse : Anti-Gang Training Center dedicated to specialized units

A large-capacity police training center, funded by Canada and implemented by the Organization of American States (OAS), is nearing completion in Morne-Casse.

Vladimir Paraison, Acting Chief of the Haitian National Police (PNH), accompanied by Inspector General Frédérique Leconte, Inspector General Jacques Joël Orival, Central Director of Administrative Police (DCPA), Inspector General Alain Auguste of the Central Directorate of Administration and General Services (DCASG), Inspector General Frantz Lerebours of the Police Communications Directorate (DICOP), and Divisional Commissioner Marie Adeline D. Gilles of the Border Police (PoliFRONT), visited this strategic site on February 10, 2026.

Designed to accommodate up to 200 police officers at a time, this center is specifically intended to train specialized units to address the threat posed by gangs.

Built on a site of over 6 hectares, this Center will have all the facilities necessary for advanced training. These will include classrooms, dormitories, a cafeteria, sports and recreation rooms, as well as a 100-meter shooting range. Moving target shooting ranges and tactical courses of international standard are also planned. The site is energy self-sufficient thanks to a solar power system supplemented by a generator.

A first three-week training session for instructors is scheduled for the end of February. These instructors will then be responsible for passing on the specialized techniques and tactics acquired to all operational units. The objective is to standardize and raise the level of intervention throughout the country.

In the longer term, this Center will be the cornerstone of a national network. The ambition is to create several similar centers, particularly in the South, with a target of at least four new facilities in addition to the existing one in Port-au-Prince. This structure aims to guarantee optimal coverage and a tailored response to all security challenges.
