Haiti - ONA : Working meeting on the ONAPolis program

On Wednesday, February 25, 2026, the National Old-Age Insurance Office (ONA) held a working meeting dedicated to evaluating and strengthening the ONAPolis program.

This meeting brought together representatives from ONA, the Haitian National Police (PNH), the Portfolio Directorate, the Budget Directorate, and the Ministry of Economy and Finance (MEF).

Discussions focused primarily on the operational constraints observed in the program's implementation, as well as the need to consolidate the inter-institutional collaboration framework.

Ronald Bazile, the Director General of ONA, invited the Police representatives to refer to the memorandum of understanding governing the ONAPolis program to ensure a harmonized understanding of the respective responsibilities of the stakeholders.

It was reaffirmed that the program is part of a structured social protection system. As such, affiliated police officers receive the same benefits and are subject to the same rules and procedures as all ONA insured members.

Regarding loan applications, ONA reiterated that all requests must be submitted through the Police Human Resources Department (HRD). Applications submitted directly to the institution cannot be considered.

Applicants are advised to contact HRD to inquire about: the number of applications submitted to ONA; the number of applications currently being processed; and the status of incomplete or non-compliant applications. This system aims to ensure traceability, transparency, and efficiency in the processing of applications.

ONA applies strict financial analysis criteria before making any decision to grant credit. Applications deemed insufficient due to insufficient repayment capacity cannot be approved.

This requirement addresses three imperatives :

• Preventing any situation of over-indebtedness;

• Preserving the financial balance of the program;

• Protecting beneficiaries from disproportionate debt.

In this context, a systematic verification is carried out with the National Credit Bank (BNC) to ensure that no outstanding financial commitments compromise the applicant's solvency.

Following this meeting, the parties agreed to.:

• Strengthen operational collaboration with the Police Human Resources Department;

• Establish a periodic financial reconciliation mechanism;

• Improve institutional communication;

• Further clarify the financial process and administrative responsibilities.

The ONA reaffirms its commitment to :

• Maintaining rigorous standards of financial analysis;

• Guaranteeing the protection of beneficiaries against over-indebtedness;

• Consolidating ONAPolis with a view to sustainable social protection;

• Facilitate, to the extent possible, the priority processing of specialized units.

Through this strategic approach, the ONA confirms its central role in consolidating a structured social program, based on administrative rigor, institutional responsibility, and the effective protection of insured individuals.
