Haiti - Corruption : Results of the 2025 Diagnostic Survey (Report)

The United Nations Development Programme (UNDP-Haiti), accompanied by the Anti-Corruption Unit (ULCC), presented the results of the 2025 diagnostic survey on governance and corruption in Haiti.

Corruption is not an abstract concept; it hinders development, imposes an invisible cost on households, weakens businesses, and erodes public trust, the UNDP emphasizes.

The data is unequivocal:

92% of respondents believe that corruption in the country is very high;

71% of households have observed a decline in public services;

90% of businesses see corruption as a major obstacle to competitiveness;

67% believe that the phenomenon is rooted within public institutions.

The survey also highlights a crucial dimension: corruption has a differentiated impact based on gender. 52% of respondents believe that women are more affected.

These realities, often overlooked, call for appropriate protection, alert, and enforcement mechanisms.

For the UNDP, integrating a gender perspective into governance policies is not optional.

This survey is not an end in itself. It marks a starting point. It will serve as the foundation for developing the new National Anti-Corruption Strategy, led by the ULCC (Anti-Corruption Unit).
