Launch of the PSARA Klere Chimen project in the Southern Department 30/04/2026 10:49:33
On Wednesday, April 29, 2026, in Port-Salut, Marc-Elie Nelson, the Minister of Social Affairs and Labor (MAST), through his Project Management Unit (PMU), launched the project entitled "Adaptive Social Protection for Increased Resilience" (PSARA Klere Chimen) in the South Department. Minister Nelson specified that "[...] 6 communes in the South Department will be covered, and 6,485 households will benefit from state support" to cover part of their food and nutritional needs. The amount of aid per household is defined as unconditional cash transfers, paid in Gourdes on a monthly basis for 24 months, according to vulnerability: The aid is generally set at the equivalent of US$40 per month in Gourdes for a household meeting the eligibility criteria. It can reach US$80 per month for households meeting two or more eligibility criteria (for example, the presence of a person with a disability, a pregnant/breastfeeding woman, or a child under 5 years old). The World Bank and Swiss Cooperation are providing financial support for the project. The total amount of transfers will reach US$1,862,400. The Minister is convinced that social protection is not only a tool for assistance but also a lever for transformation, stability, and confidence. For his part, Lucny Cadet, Coordinator of the Studies and Programming Unit (SPU), affirms that this program is designed to meet immediate needs while also contributing to the gradual stabilization of households. Furthermore, the Ministry of Social Affairs and Labor's Information System (SIMAST) plays a crucial role in improving the accuracy of targeting, to ensure better traceability of interventions and strengthen coordination among the various stakeholders. From a strategic coordination and management perspective, the UEP will ensure, among other things, the overall coherence of interventions, alignment with sectoral guidelines, particularly the National Policy for Social Protection and Promotion, and the strengthening of monitoring and evaluation mechanisms.
