Creation of an ad hoc committee responsible for launching the Public University of the West, Haiti

Vijonet Déméro, the Minister of National Education within the framework of the Ministerial Circular of May 15, 2026 establishing the Public University of the West (UPO), integrating the Training Center for the Fundamental School (CFEF), the National School of Applied Geology (ENGA) and the National Higher School of Technology (ENST), considering the need to endow the Public University of the West (UPO) of a transitional structure capable of managing its administrative, academic and logistical installation, has decided the following provisions:

Ministerial Decisions :

"Article 1 : Creation

An ad hoc committee has been created, under the supervision of the MENFP, responsible for planning, coordinating and executing all tasks related to the official launch and implementation of the structures of the Public University of the West (UPO).

Article 2 : Composition

The ad hoc Committee, of 7 members, is composed as follows:

a. Ms. Carole Berotte JOSEPH, Consultant in the Minister's Office, President;

b. Michelet CLERVEAU, Member of the Minister's Cabinet, Secretary;

c. Ronald Jacques JEAN, Director of the CFEF, Member, responsible for academic affairs in Education;

d. Michael SAIMBERTIL, Director of ENGA, Member, responsible for academic affairs in Earth Sciences;

e. Dieudonné DELVA, Director of ENST, Member, responsible for academic affairs in Technologies and Technical Sectors;

f. Yvener DESROSIERS, Educator, Representative of the Palmes Region, Member;

g. Edmy VICTOR, Educator, Representative of the Island of Gonâve, Member.

The Committee may add any other technical expertise deemed necessary to accomplish its mission.

Article 3 : Responsibilities and Missions

The main missions of the ad hoc Committee are :

Administrative component : Carry out a complete inventory of the movable and immovable assets and human resources of the CFEF, ENGA and ENST. Write the draft transitional internal regulations of the UPO.

Academic component : Harmonize existing curricula and validate the teaching grids of the future Higher and Technical Education Centers (CEST) on the Island of Gonâve and the Palmes Region.

Financial component : Develop the estimated installation and operating budget for the university's first fiscal year.

Logistics component : Identify and evaluate the physical infrastructure to accommodate the new regional campuses.

Article 4 : Duration of the Mandate

The mandate of the ad hoc Committee is set for a period of four months, from June 5 to October 5, 2026, renewable once if necessary, from the date of signing hereof. It will automatically end upon the appointment and official installation of the members of the Board of Directors and the Rectorate of the UPO.

Article 5 : Reports

The ad hoc Committee is required to submit to the Minister's Office a monthly progress report on the progress of the work, as well as a complete final report at the end of its mission.

Article 6 : Execution

This ministerial decision comes into force from its date of publication and will be registered wherever necessary."
