Haiti - Politic : Validation of the recovery and development plan (2025-2030) for the Great North

The Government recently approved the Great North's Medium-Term Recovery and Development Plan (2025-2030) during a videoconference held under the patronage of Prime Minister Alix Didier Fils-Aimé.

The event brought together more than 120 participants from public institutions, local authorities, the private sector, civil society, and Technical and Financial Partners (TFPs).

In his opening remarks, Marc-Kenley Mogene, Chief of Staff of the Ministry of Economy and Finance, emphasized that the Plan constitutes a strategic roadmap aimed at accelerating the economic transformation of Great North through the implementation of structuring investments, job creation, and the strengthening of the region's economic attractiveness.

Emphasis was placed on the conditions for implementing the Plan, including mobilizing the necessary financial resources, strengthening partnerships with public and private stakeholders, and the central role of the Northern Corridor Development Council, which is responsible for coordinating, monitoring, and ensuring the coherence of the interventions planned under the Plan.

In his address, Prime Minister Alix Didier Fils-Aimé welcomed the validation of this plan as a major step forward in the country's economic recovery and territorial rebalancing efforts.

He reiterated that this initiative is part of a national development vision based on the realities, strengths, and potential specific to each region.

He also stressed that this approach, initiated in the Far North, is intended to be progressively extended to other regions of the country, particularly the Far South, in order to foster more inclusive and sustainable growth.

Presentations were given by senior public sector officials on the main orientations of the Plan, based on three mutually reinforcing strategic pillars : economic diversification; infrastructure and private sector revitalization to create a productive base for growth; investment in human capital and the provision of essential services to expand opportunities and social inclusion; and strengthening governance to restore the legitimacy of the state and ensure sustainable results.

It should be noted that the Plan was developed under the leadership of the Ministry of Economy and Finance, in close collaboration with sectoral ministries and with the support of the Inter-American Development Bank (IDB), the World Bank, the European Union, and the United Nations system in Haiti. This Plan constitutes a strategic framework to guide investments, reforms, and priority actions for the benefit of the Great North.

Several representatives of technical and financial partners, local authorities, and the private sector also welcomed the initiative and reaffirmed their commitment to continue supporting the Government in implementing this vision for the development of the Great North.

The validation of the Plan thus marks the culmination of a significant consultation process and paves the way for the implementation phase of the investments, reforms, and governance mechanisms planned to sustainably support the development of the Great North.
