Number of people deprived of their liberty in the country's prisons

According to a report by the Haiti's Office of Citizen Protection covering 13 prisons, the overall prison population saw a slight increase of 0.5% over five days, rising from 7,256 individuals (between June 8 and 12) to 7,294 individuals (between June 15 and 19), a net increase of 38 people.

This increase was driven by the number of detainees awaiting trial, which rose by 0.7%, from 5,890 to 5,930 (an increase of 40 detainees). Conversely, the number of convicted individuals saw a minimal decrease of 0.1%, from 1,366 to 1,364 (a decrease of 2), likely due to individual releases.

Analysis of this trend by gender shows that the overall increase in the prison population (+38) is comprised of 63% men (an increase of 24 inmates) and 37% women (an increase of 14 female inmates). The specific increase in the number of inmates not yet convicted (+40) is also divided between 63% men (+25) and 38% women (+15). Finally, the decrease of two individuals among those convicted is equally distributed between genders.

Regarding the number of minors incarcerated in these same facilities, the general trend is downward, with an overall decrease of 1.2%, the total number falling from 255 to 252 minors (a decrease of 3). Specifically, the number of minors in pretrial detention decreased from 237 to 235, representing a reduction of 0.9% (a decrease of 2 inmates). Meanwhile, the number of convicted minors decreased from 18 to 17, a drop of 5.9% (one fewer offender).

Analysis by gender reveals that this decrease in the juvenile prison population is exclusively male. The observed decrease of 1.2% (three fewer minors) concerns boys entirely. The institution notes that this represents a decrease of 0.9% for male detainees (-2) and 5.9% for convicted boys (-1), while absolutely no change was recorded for female minors.
