Haiti - Baccalaureate : Registration of gifted students (HIP)

Vijonet Déméro, the Minister of National Education, reaffirms his commitment to promoting an inclusive education system capable of meeting the specific needs of all learners. To this end, Déméro draws the attention of the Departmental Directorates of Education (DDE), the Directorate of Fondamental Education (DEF), the Directorate of Secondary Education (DES), and the National Bureau of State Examinations (BUNEXE) to the situation of High Intellectual Potential (HIP), commonly known as "gifted students" whose exceptional learning pace requires special support measures, including accelerating their academic progress (skipping a grade).

In order to regularize the educational path of these exceptional students and allow them to legitimately participate in official examinations, the Minister, in a circular (C-11/1137), reiterates the following provisions :

1. Eligibility and Qualification Requirements :

To be recognized as a gifted candidate authorized to take the official examinations, the school must submit a complete application including :

• A psycho-educational assessment report issued by a professional school psychologist, validated by the School and Vocational Guidance Unit (UNOSP) of the Ministry, attesting to the student's intellectual precocity and socio-emotional maturity;

• Report cards demonstrating sustained academic excellence and an exceptional overall average;

• A letter of recommendation from the principal of the student's previous school, justifying any grade skipping;

• Written and signed authorization from the parents, social worker, or legal guardian.

Applications currently being processed will be considered for the first session of the permanent baccalaureate exam for the 2026-2027 academic year;

2. Instructions to the relevant authorities (DDE, DEF, DES, BUNEXE) :

To the DDE : You are instructed to receive, analyze, and validate the files of the students concerned. After verifying the compliance of the grade skips, you will send a certified supplementary list to the DEF or DES;

The DEF and DES are responsible for centralizing these requests, making a final decision on the equivalence of the accelerated academic pathways, and issuing a technical compliance notice;

To BUNEXE : Based on the compliance notice issued by the DEF or DES and validated by the Directorate General, BUNEXE is formally authorized to lift the age or standard curriculum restrictions in the online registration system, in order to generate the Baccalaureate exam access form for these specific candidates.

3. Implementation and Monitoring :

The Directors of the DDE, DEF, DES, and BUNEXE are, each within their respective jurisdiction, responsible for the strict and transparent implementation of this circular, which takes effect upon its publication.

The Ministry relies on the diligent collaboration of all stakeholders in the education system to promote excellence and offer these young talents the opportunity to fully develop their potential.
