Haiti - Security : Paul Evans suggests to the Government to negotiate without exclusion...

In the case of the occupation of the former bases of FAd'H by individuals in fatigues and sometimes armed, Paul Evans, the leader of the Konvasyon Inite Demokratik (KID), urges the Government to seek a solution through negotiation with all the occupants, case by case, without exclusion : former military, recruits and even with the bandits...!

The Leader of the KID, is highly critical of the management of the occupation of the former bases of FAd'H "I believe that the government has an attitude of complacency or of complicity against these people, in both cases the government does not show that it correctly handles the issue." Evans Paul recalls that "...this was an irresponsible government who has demobilized the army and did not assume some administrative responsibilities," which means that today the country is in this situation.

For Evans Paul "the government must seek a peaceful solution based on negotiation" a negotiation that the leader of the KID is considering at all levels without exception...

"[...] It is necessary that [the Government] has something to offer to veterans, it must be done case by case, there are people who were really soldiers, who have disputes with the state and well, it is necessary that the government is discussing with the military to see what they want and to what extent the State can satisfy them.

For the other category, I call them the aspiring military, they are people because of their age, who have never been in the army, as Mr. Martelly announced that there will be an army, [...] the President might say them if you drop your weapons voluntarily, come to enroll and now I can consider your integration in the new army, of course if you meet the conditions, physical, intellectual, moral...

Perhaps there is a third category, which are fugitives from justice or escapees from prison, here again, e Government must make an offer, we can study your records, you can alleviate your pain to the extent that you voluntarily lay down your arms..."
