Haiti - CEP : The President Martelly puts pressure on Parliamentarians

The formation of the Permanent Electoral Council (CEP) is currently the priority of the Government Martelly-Lamothe. According to rumors circulating in Parliament, the Executive would have already designates its 3 representatives and would wait that of 3 representatives of the Legislative and the Judiciary, to make the announcement.

For its part, the CSPJ has already begun the process of appointment of its three representatives for the Permanent Electoral Council, by launching this week, a call for applications. Interested persons should submit their applications to CSPJ between 13 and 16 July 2012. Me Joseph stresses that the integrity, honesty and competence will be the criteria favored as part of this process. Top 10 successful applicants, subsequent will undergo a "vetting" in order to ensure that the future representatives to the CEP of the Judiciary have a reputation above reproach.

Regarding the choice of three representatives of the legislative, both houses are more in the battle [not to say in the deadlock] that in the initiation of a selection process. Levaillant Louis Jeune, the President of the Lower House, continued to assert that the deputy will appoint two representatives and the Senate 1. What categorically rejects Simon Dieuseul Desras, he President of the Senate. Another disagreement, the elected officials disagree on the method of appointment. Some want a separate designation in plenary sessions, others in National Assembly...

Faced with this situation of confusion, the President Martelly sent a letter, July 9 to the Presidents of both houses, inviting them to submit the names of their three representative "[...] I believe it is urgently necessary that the Senate of the Republic and the Chamber of Deputies meet in Assembly [...] for selecting, by a majority of 2/3, in accordance with arrangements made by section 192 of the Constitution of 1987 amended, the three members who will be part of the Permanent Electoral Council (CEP) [...] It would be greatly appreciated, that the list of members chosen by the National Assembly, is transmitted to the presidency within a maximum of 8 days from the receipt of this [...]"

By the end of the month, if the "hurdles" are overcome and deadlines are met, the new Permanent Electoral Council, could be formally established. However, many political actors doubt the government's ability to hold the vote during this year, despite the guarantee of the Prime Minister that they will be held in November, as scheduled. Rumors suggest that in case of non-designation [on time] of three representatives of the Legislative, the CEP could nevertheless be operational with only the members of the Executive and Judicial Power in order not to jeopardize the upcoming elections.
