Haiti - Economy : Parliamentarians have deallocated 400 million of the FNE !

While parliamentarians have not stopped playing to "the guardians of the National Fund for Education (FNE)" to avoid, that the Government use these funds for other purposes than those originally planned, the Executive noted that the parliamentarians have took the liberty to deallocate 400 million of 1.8 billion gourdes of FNE...

The Executive is opposed to this deallocating of 400 million gourdes of taxes collected through the National Fund for Education, for the benefit of the University.

The President Martelly considers incorrect the use of FNE for purposes other than sending children to school for free. The Head of State asks to Marie Carmel Jean-Marie, the Minister of Finance, to meet so that they reconsider this decision. Daniel Supplice, the Minister of Haitians Living Abroad, stresses that the diaspora will hardly conceive that these funds be used for others purposes that what was expected and also calls for the annulment of that decision.

Recall that due to successive changes in the budget, by both Houses, the draft of the Finance Bill 2012-2013, has not been voted in the same terms within the period of 70 days, which expired on 10 September 2012, as provided by law.

Jocelerme Privert, the President of the Commission Economy Finance of the Senate, stated that the deputies who are on vacation [the 4th ordinary session of the 49th Legislature ended its work on 10 September 2012], could be convened in extraordinary Assembly, in order to proceed to the vote of the Finance Bill amended .

However, given the problem of deallocation of a part of FNE, it is possible that the budget still makes some back and forth, before eventually being voted in the same terms.
