Haiti - Social : Strengthening of Postal Administrations of the Caribbean Region

Régine Godefroy, Director General of the Post Office of Haiti (DPOs) participated to a two-day forum, which was held recently at the Secretariat General of CARICOM, Georgetown [Guyana's capital].

Launched by Prime Minister Samuel Hinds, this forum had as main objective, to address the various challenges faced by the postal network in the region Caribbean and the strategy to adopt in order to operate reforms in this sector.

The working sessions made it possible to develop a strategic plan common to all Postal administration of the region, and highlight the key points which must be the subject of an awareness plan national and of a plea to at the highest levels of government.

Common points to all Postal Administrations of the region :

  • Develop a legal framework common to all the countries of the Caribbean ;

  • Interconnect border traffic information to secure letters of the region ;

  • Establish a regional common plan, which will facilitate trade between the member countries of the CARICOM.

In her interventions, Régine Godefroy, emphasized on :

  • The necessity for neighboring countries of the Caribbean, to better regulate the Haitian nationals who reside in these countries ;

  • The importance of breaking the boundaries between these countries and Haiti, both at mail exchanges, than at the level of direct access to all postal and financial services with Haiti, without passing through the United States.

Bahamas, Puerto Rico, Cuba, Turks and Caicos, Trinidad and Tobago and Jamaica were the main countries to engage in the short term with the Post Office of Haiti to establish an exchange agreement, aimed at facilitate and enhance transactions between Haitians living in their country and their relatives and friends in Haiti.

The Caribbean Postal Union (UPC), the Secretary General of CARICOM and the representatives of Postal Administrations of the region, jointly finalized a strategic document postal regional, which will be inserted into the main priorities of CARICOM, in order to strengthen the capacity of the region and its weight in the balance in the various actions taken by the UN agency UPU (Universal Postal Union), internationally.
