Haiti - Reconstruction : Michaëlle Jean participates in the meeting of the CAED

Today Friday, Michaëlle Jean, UNESCO Special Envoy for Haiti, will take part in the international meeting of the Coordination framework of the External Aid for Development (CAED) of Haiti.

At the invitation of the Government of the Republic of Haiti, she will participate in discussions on the assessment of the contribution of the international community for emergency and reconstruction efforts since the January 2010 earthquake.

Ms. Jean will also focus on reforms and strategies put forward by the Haitian government to attract investors, boost the economy and fight against extreme poverty that continues to afflict hundreds of thousands of people.

Canada, the United States, France, Spain, Brazil, Japan, Qatar and Norway are among donor countries represented at the discussion table, along with the Inter-American Development Bank, the World Bank, the International Monetary Fund and the United Nations. International NGOs are also invited.

After the January 12, 2010, the shock wave was felt all over the world and never demonstrations of solidarity with the Haitian people, terribly experienced, had been so sustained, said the Special Envoy of UNESCO. It was necessary to relieve suffering and to better plan the reconstruction on solid foundations. The objectives and the terms of the plan presented by the Haiti emergency meeting of 31 March of the same year to the United Nations were greeted by substantial promises of technical and financial partners of the international community [...]

The hope was especially in the public general commitment and formal to strengthen the country's institutions, to end the logic of assistantship and to direct towards the Haitian government the means and resources to carry out its policies and its great work. The Haitians wanted for their part that are supported their perspectives and priorities for the reconstruction of their country in an integrated manner and from the perspective of sustainable human development. The absence of obvious coherence and coordination of the desire expressed deflated many dreams. The incidents and the waves of political instability also put a lot of effort in jeopardy," deplored Michaëlle Jean.

This meeting of the CAED, a initiative considered by Haiti as a sovereign instrument for planning and funding coordination of international aid, seems all the more crucial for the Special Envoy, that it is urgent to put things right by identifying any gaps. "It is imperative to establish the foundation for a true dialogue, adds Ms. Jean, by trying to bring in a responsible manner, the conditions of exemplary cooperation driven by an obligation of tangible and sustainable results for this population which has suffered so much and for a youth undermined by uncertainty, a deep sense of deadlock and void."

The Coordination framework of the External Aid for Development (CAED) of Haiti replaces the Interim Commission for the Reconstruction of Haiti whose term expired in October 2011 and which brought together the Haitian and international partners.
