Haiti - Justice : ULCC investigates on the legality of schools registered in PSUGO

Monday, Antoine Atouriste, the Director of the Unit for Combating Corruption (ULCC) presented the progress of the first step of the investigation (identification of schools), initiated in early April, on the Universal Schooling Program, Free and Compulsory (PSUGO). The second step is to check the number of students reported by the schools to the State indicated the Director of ULCC, who said that in case of differences in the number of students reported "the directors will be forced to explain the absence of each student enrolled in the program."

To date, 500 schools on nearly 7,000 registered in PSUGO, through 8 departments have already been verified by the ULCC. The results of this first step, reveals that 121 educational institutions, often only existed by the name and that others do not even have premises...

Mr. Atouriste revealed that in the course of investigations, 72 school directors (Gonaïves, Port-de-Paix and Port-au-Prince) have already been charged with fraud and brought before the judicial authorities for legal suites and 87 other cases will be transferred to the public prosecutor in the next step of the investigation. The largest number of fraud (84) was recorded in the West department according to information from the ULCC.

These positive results have allowed the Haitian government to recover so far 121 million gourdes.
