Earlier this week, the Office of Management and Human Resources (OMRH) presented the new program "KONesans E Konpetans TEknik" (KONEKTE), this acronym now summarizes U.S. aid in Haiti.

KONEKTE is a program of the U.S. Agency for International Development (USAID) in support to the Haitian government, the NGO sector and even the private sector, the scope of intervention is of crucial importance in the implementation of the strategy of the U.S. government. It is a mechanism of multi-sectoral contract to reduce constraints at the applicants, by making available to the latter, valuable local expertise and adequate physical resources in the execution of projects that necessitate the use of highly qualified human resources.

KONEKTE is therefore a comprehensive program that aims to assist beneficiaries and is firmly committed in a logic of efficiency or of improving of results. It also aims to strengthen the capacity of partner institutions through a process of sustainability.

Thus, organizations, whether public, non-governmental or private, depending on the constraints they face, can deliver projects with USAID, in order to obtain the means for the realization of their projects. The funding will be following the relevance and the impact that these projects are likely to produce. Please note that all logistical and operational requirements, including expenditures for supplies, will be assessed, identified and documented in the job description before hiring any specialist.

As part of the implementation of the program KONEKTE the OMRH is the contact at the level of Haitian Government. The contract that will be signed between USAID and recipients should consider the following characteristics : The exhaustiveness (contract will be fully funded by USAID) ; the solicitation (production of the request for support) ; the competence and merit (competitive recruitment, objective and duration) and the development of local capacity (foreign experts will no be appealed).
