Haiti - Social : The RFJS denounces the repatriation from the Dominican Republic

In a note, the Border Network Jeannot Succès (RFJS) for the Promotion and Defense of Human Rights, denounced the forced repatriation of Haitian compatriots, by the Directorate General of the Dominican Migration, in clear violation of the American Convention on Human Rights and the Dominican migration law 285-04.

The RFJS indicates that on 14 May 2013, at 4:45 pm, its observers found at the border post of Comendador in the province of Elias Piña, the repatriation of 70 70 [48 men, 17 women, 2 in an advanced state of pregnancy and five children.]

The RFJS recalled that on May 10, at the same border post, the Dominican branch of the network, had already observed the repatriation to Haiti, of 80 people of Haitian origin [73 men and 7 women].

The Border Network Jeannot Succès condemns the actions of the Dominican migration services, which continues to ignore all procedures of repatriation of foreign duly established, carrying them packed, on board vehicles with wire mesh windows, without comply with the minimum human conditions, violating the Dominican laws as well as international conventions and treaties.

"The General Directorate of Migration, which have as owner, Jose Ricardo Taveras Blanco, thus realizes these repatriation operations without observing the elementary guarantees aimed at informing returnees, expressly and formally, of the charges against them and the reasons for their expulsion. In addition, the Dominican migration acts without individualize the repatriated or give them a different treatment differentiated as human beings [infants and pregnant women ages], without taking into account their possible protection needs and without notifying the Haitian diplomatic authorities, for the latter provide them with consular assistance," specifies the RFSJ in its note.
