On Friday, the Commission of Inquiry of the Lower House of the circumstances surrounding the death of Judge Jean Serge Joseph, submitted its report to the President of the Lower House, Jean Tholbert Alexis.

The Commission composed of Deputies Sadrac Dieudonné of the Bloc "Parliamentarians for Institutional Strengthening" (PRI) [Opposition], of Gluck Théophile of the Bloc "Parliamentarians for Stability and Progress" (PEP) [composed of defectors from the PSP] and Louitz Amyot François of the Bloc "Parliamentarians for Stability and Progress" (PSP) [presidential majority] seem having acquired the conviction on the basis of indirect evidence of people relating confidences that they would have received, that the famous meeting on 11 July where the Joseph would being pressured, had taken place in the office of Me Gary Lissade. Note that this report have only the signatures of two of the three Commissioners : Sadrack Dieudonné and Gluck Théophile.

Like the Senate Inquiry Commission, the Commission of Inquiry of the Lower House, according to certain sources and subject to change, recommend in the conclusions of its report, the impeachment of President Martelly, of the Prime Minister Lamothe and Minister of Justice, Jean Renel Sanon for having lied to the nation. Otherwise it would ask the Superior Council of the Judiciary to take disciplinary action against Me Raymond Jean Michel, Dean of the Court of First Instance of Port-au-Prince, which according to the investigation, would have led Me Joseph to the meeting of July 11 and lawsuits against Me Gary Lissade where in the office of the latter would have taken place this meeting...

Recall that all persons and authorities subject to allegation in this investigation, have repeatedly denied the existence of this meeting and their involvement in any meeting with Judge Joseph.

Furthermore, note that the reports of the Senate like the one of the Lower house, do not exist legally in parliamentary term, as long as they have not been ratified in plenary respectively in the two Houses. Recall that the Senate tried unsuccessfully to make ratify the report, for lack of a sufficient majority and it is likely that a similar situation occurs in the lower house...
