Thursday, at the initiative of the Office of Management and Human Resources (OMRH) and of General Secretariat of the Primature was held the Third Forum of Directors generals at the Karibe Convention Center.

In his welcoming remarks, Mr. Antoine Uder, Coordinator General of the OMRH said he appreciate the interest of Director Generals came to participate in this discussion space, of exchanges, monitoring and evaluation of public policies implemented by the government.

In addition, the Coordinator General of OMRH, placed the event in its legal and institutional context by referring to the decree of 17 May 2005 on the organization of the central administration of the State, Articles 98, 99 and 100 specify the conditions for the holding of the forum of Directors generals responsible for implementing sectoral policies in their entity, in line with the government program.

Lucien Francoeur, the Secretary General of the Primature, in his speech, introduced the forum as a transversal structure that is responsible for coordinating the policy of government "This is not a decision-making body, but it plays a decisive role in the implementation of public policies [...] The Executive wants that the Director Generals take ownership of the reform, to overcome the shortcomings and shortfalls in the system," so that the reform of the state, goes through four strategic areas :

1) The territorial refoundation;

2) The economic refoundation;

3) The social refoundation;

4) The institutional refoundation.

"The Haitian people expect quality services and improvement of its condition," he concluded.

Should be noted that several points were raised and discussed in the forum, among other things, the order on the recruitment by competition in the public service, the decree on the ethical rule governing officials, the structures of control and the budgetary execution and the governance of decentralized structures.
