Haiti - Politic : A delegation of the ACP-EU met the presidents of both houses

Wednesday, Simon Dieuseul Desras, the President of the Senate and Jean Tholbert Alexis, President of the Lower House held discussions about the Haiti's socio-political situation, with members of a parliamentary delegation from the Group of African States Caribbean and Pacific (ACP) and the European Union (EU) [ACP-EU] in exploration visit in Haiti.

This meeting has mostly been the pretext for the President of the Senate to present to the members of the mission, a vision of the deplorable political situation in Haiti and to blame the Head of State of all the abuses...

Thus he said that the President Martelly refused to create favorable conditions for the organization of the next elections on which he put the responsibility for the delay. Taking care not to mention the responsibility of Haitian parliamentarians and of 6 months delay to appoint their representatives to the Transitional College of the Permanent Electoral Council (CTCP), or their refusal to respond to repeated invitations to dialogue of the Head of State... Alleging before his interlocutors that the President Martelly, threatened [!] to dissolve Parliament...

Finally, the President of the Senate did not hesitate to said that President Martelly refused to accept the independence of the 3 powers, the foundation of the rule of la, not again mention the frequent interference by the legislature as on the judiciary as the electoral body (CTCEP)...

Besides this portrait for less dark and partisan, where responsibilities are clearly not shared, Jean Tholbert Alexis said the decision TC/0163-13, of the Dominican Constitutional Court, to withdraw citizenship to foreign-born descendants in the Dominican Republic after 1929, on the basis that their parents were considered "in transit", that is to say not having an official document of residence or legal identification (decision which affects about 210,000 children born in the Dominican Republic from Haitian parents, and about 34,000 children born to parents of other nationalities.) was discussed. He said he sought the support of the ACP-EU to convince the Dominican authorities to suspend the application of this decision. According to the President of the Lower House, the mission delegates have promised to prepare a resolution calling on the Dominican Republic to reconsider their decision.

Joyce Laboso of Kenya who co-chaired the delegation, after having listened the presentation of his Haitian colleagues on the situation in Haiti, said that the delegation was not a mission of observation but of exploration, and that it had no intention of interfering in the internal affairs of Haiti. However, he would had promised to convey the concerns of his interlocutors in the next report of the Assembly of the ACP-EU.
