Haiti - Denationalization : Sanctions requested against the Dominican Republic

Ralph Gonsalves, Prime Minister of Saint Vincent and the Grenadines, called for the adoption of a series of economic sanctions against the Dominican Republic to compel the authorities of that country to reverse the judgment 168-13 of the Constitutional Tribunal (TC) to withdraw citizenship to descendants of foreigners born in the Dominican Republic after 1929, on the basis that their parents were considered "in transit", that is to say do not have an official document of residence or legal identification, a decision that particularly affects people of Haitian descent.

"We must suspend the Dominican Republic from the Petrocaribe program and about his desire to join Caricom, it will not happen if the Dominican leaders do not return to the judgment of the Constitutional Court," declared Ralph Gonsalves calling this judgment of "racist law" urging member states of CARICOM to adopt an unequivocal position in place of the Dominican Republic.

Furthermore, following a meeting held at the Presidency with the Minister of the Presidency, Gustavo Montalvo, the United Nations (UN) announced that it will work with the Dominican Republic in the conception of a plan to legalize illegal aliens living in the Dominican Republic, declared the resident coordinator of the United Nations system in the Dominican Republic, Lorenzo Jimenez de Luis who specified that this collaboration, "is in no way binding [...] it ultimately returns to the Dominican government to develop the plan [of regulation]" that will be implemented by the end of December as announced on October 23.

Recall that after verification of foreign registered in Dominican civil registry, the Central Electoral Council indicated that it had found in the books of the civil state of the country that, 53.847 children of 117 foreign nationalities were registered since 1929. Of these, 29,455 children were legally registered in accordance with the regulations, because their parents were residents and held a national identification card (cedula). The majority of children of foreigners, correspond to people of Haitian descent (36.326) whose 22.689 were inscribed in a regular form and 13,672 would have been improperly with invalid documents.
