Haiti - Tourism : For an effective and efficient Ministry of Tourism

At the 4th Round Table, a joint initiative of the Office of Management and Human Resources (OMRH) and the Support Project for Strengthening Public Management (PARGEP), the former student of the first class of the National School of Administration and Public Policies (ENAPP) Quebec, Andy Durosier, is illustrated by his research entitled "For an effective and efficient Ministry of Tourism".

Andy Durosier which already has ten years in the Ministry of Tourism, focused, with a scrutiny on the position of the Ministry where he worked in turn as Head of Department of Communication and as Coordinator of the Unit for Research and Planning (UEP).

As part of his approach, Andy Durosier recalled the various responsibilities under the Ministry of Tourism, among others :

  • Develop the National Policy on Tourism Sector ;

  • Development planning of zones and tourist areas ;

  • Ensure the promotion of Haiti outside ;

  • Regulate the activities of Tourist Establishments

Then he pointed out the structural problems that justify the gap between the normative and the existing one. These problems are of two types: internal and external. For brakes internally, Mr. Durosier reported a sclerosing bureaucracy, of administrative practices in Haiti completely overwhelmed and a lack of professionalism in the provision of quality public services to citizens. As for the external obstacles, they are due to the absence of government synergy to promote the development of tourism in Haiti and insufficient budgetary resources allocated to the Ministry of Tourism (0.52% in 2011-2012).

To break this vicious circle and allow the Ministry of Tourism to properly meet its public service missions and of performance, Mr. Durosier made the following recommendations :

  • Redesign the organizational framework of the Ministry of Tourism in order to adapt it to its environment and to better integrate community ;

  • Establish a tradition of Strategic Planning in the Ministry ;

  • Conduct training seminars for executives ;

  • Making a skills audit of the Ministry of Tourism.
