The protest movements that are multiplying in Port-au-Prince, and in other provincial towns in Haiti, would be supported by economic actors, according to Juan González, Principal Director of the National Security Council for the Western Hemisphere and special assistant to President Joe Biden speaking Monday, September 19 at the American Institute of Peace based in Washington, D.C.

Juan González said he was convinced that these street movements are financed by powerful economic actors (without naming them) who risk losing a lot of money if the Haitian system is reformed. Emphasizing "These are people who often do not even live in Haiti, who have villas in different parts of the world and who pay [the leaders, organizer, Neighborhood Chief, Gang Leaders...] for people to go out on the streets."

Antonio Guterres the Secretary General of the United Nations, Antonio Guterres, agrees and had made almost similar comments in an interview on France 24. For him, street movements are led by armed bandits who are paid by the powers of Haiti

Same conviction for the Haitian Prime Minister Ariel Henry who declared in his address to the Nation of September 18, 2002, https://www.haitilibre.com/en/news-37681-haiti-flash-prime-minister-henry-addresses-the-nation-and-calls-for-calm-video.html "No one will be able to link the looting of businesses, the attacks against politicians and members of the government, to the anger concerning the increase in fuel prices. It is not because of the price of fuel that one have looted schools, universities, hospitals, that one have stolen stocks of seeds and vaccines intended for several municipalities [...] that one ransanked the warehouse of an international organization. Heavily armed men were seen leading the protests. It is proof that what is happening in the streets has nothing to do with a demand for the price of fuel or the high cost of living [...]" pointing the finger at the armed men present in what is happening passes through the streets of the capital and in provincial towns.

Former Prime Minister Evans Paul is in total disagreement with the declaration of Juan Gonzales which he qualifies as a lack of respect towards the population and a lack of consideration of the misery which surrounds it, affirming "no one in Haiti has the capacity to mobilize the whole country". Evans Paul also disagrees with Antonio Guterres' comments about protests in Haiti being led by bandits...
