Haiti - FLASH : Storm Franklin, Situation and Words of PM Ariel Henry
At 5:00 p.m. this Tuesday, August 22, 2023, the center of storm Franklin is located at 15.8° North, 71.4° West, i.e. 325km southwest of Santo Domingo, 240km southeast of Anse-à-Pitres and 313km southeast of Port-au-Prince.

Franklin is moving northwest at almost 11 km/h. A northerly turn is expected overnight, followed by a northeasterly turn by Thursday. According to the forecast track, the center of Franklin is expected to approach the southern coast of Hispaniola tonight, cross the island on Wednesday, then emerge over the southwest Atlantic waters on Wednesday evening.

Data from a NOAA Hurricane Hunter aircraft indicates that maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Little change in strength is expected over the next several days as Franklin moves near and through Hispaniola. Some strengthening is possible Thursday through Friday as Franklin moves further northeast over southwestern Atlantic waters.

Tropical storm-force winds extend up to 105 miles (165 km), mostly east of the center.

Following the current trajectory, the departments most likely to be affected are the South-East, part of the West, the Center and the North-East.

The Hydro-Meteorological Unit of Haiti indicates for its part "the center of the tropical storm Franklin should affect the southern peninsula of Haiti from this night while crossing the island of Haiti this Wednesday during the day, which fact that many of our forecast models are consistent that the heaviest disturbance-related rains could go much further back over the Dominican Republic.However, the convective cells that can generate heavy downpours, spontaneous gusts of wind and heavy seas are still expected on the southern peninsula of the country from Wednesday and could be more or less generalized during the same day on the country."

"As our nation prepares to face Tropical Storm Franklin, I want to confirm that the mobilization for the internally displaced is maintained and reinforced. We are fully committed to providing safe shelter, food, clean water and medical assistance to all who may be affected by the aftermath of the storm. Local authorities, relief agencies and partner organizations are working hand in hand to ensure that no one is left behind," said Acting Prime Minister Ariel Henry.
