Haiti - Justice : Towards a new strategy to fight corruption

On Friday, August 1st, 2025, at the Karibe Hotel, the Anti-Corruption Unit (ULCC), in the presence of the country's highest authorities, officially launched national consultations for the development of a new National Anti-Corruption Strategy (SNLCC).

During this launch, Hans Jacques Ludwig Joseph, Director General of the ULCC, André François Giroux, Canadian Ambassador to Haiti, Alfred Metellus, Minister of Economy and Finance, Ms. Ulrika Richardson, United Nations Resident Coordinator, Acting Special Representative of the UN Secretary-General, and Prime Minister Alix Didier Fils-Aimé (represented by Minister of Justice Patrick Pélissier), took turns speaking.

For Hans Jacques Ludwig Joseph, Chair of the committee responsible for developing the new strategy, it is imperative to "work tirelessly to make Reducing corruption by strengthening constraints, punishing deviants, and educating the population, especially young people.

"The ULCC intends to make this process a true forum for listening, participation, and ownership to gather proposals and gain support," ensuring that consultations will continue in all regions of the country to take into account local realities.

The Canadian Ambassador, André François Giroux, welcomed the launch of these consultations and stated "Strengthening the fight against corruption cannot be achieved without enhanced coordination among all stakeholders. The national consultation we are launching today contributes to this objective."

For Minister Metellus, "The orderly battle against corruption remains the only hope for Haiti's economic and social development."

In his speech, the Minister of Justice emphasized the urgency of taking firm action. "It is time to erase Haiti's name from the list of the few countries without an up-to-date national anti-corruption strategy." He added: "I can already affirm that this initiative undertaken by the ULCC has the full support of the Government and will benefit from the State's support and assistance in its implementation. I also urge all stakeholders to further engage in this process to ensure short-term results in this fight."

To carry out this work, a wide range of actors has been mobilized. Fourteen key public entities, including the ULCC, the Prime Minister's Office, the Ministries of Economy, Justice, and Interior, the Superior Court of Auditors, the Office for Citizen Protection, the General Directorate of Taxes, the General Inspectorate of Finance, the National Commission for Public Procurement, and the General Administration of Customs, are part of the committee developing the new strategy.

The recommendations made will be the subject of a summary report that will inform the drafting of the new National Anti-Corruption Strategy.
